Southern Tax Services, Inc. (STS), originated in 1984, in Hollywood, Florida. Initially, STS was spinoff from Southern Realty & Appraisal Inc., a regional appraisal firm specializing in commercial and residential real property evaluations. The inception of STS was largely due to the demand exhibited for experienced ad valorem tax consultants. The Chief Consultant of Southern Tax Services is Mr.
James S. Cattanach. Mr. Cattanach's ad valorem experience
spans nearly three decades and nine states. In 1964, Mr.
Cattanach was employed by Municipal Valuations Inc., a
firm dedicated to the improvement of assessment practices
throughout the State of New Jersey. As a regional
supervisor for the firm, Mr. Cattanach was personally
responsible for the implementation of mass appraisals for
all types of real property within In 1973, Mr. Cattanach was appointed Tax Assessor in the New Jersey municipality of Forked River. Statutory duties included the identification and appraisal of over 16,000 parcels annually. Complex appraisal assignments included "Forked River Unit I," the only nuclear power plant then in existance. In 1976, Mr. Catanach established residency in South
Florida to further his practical experience and knowledge
in the field of ad valorem taxation. Mr. Cattanach was
appointed to the Ad Valorem Tax division of the Florida
Department of Revenue. Included territories were the
counties of Dade, Broward, Palm Beach, Monroe, Collier,
Lee, Sarasota, Hillsborough, Hendry, Leon and Duval.
Responsibilities included the review and approval of
county tax rolls in each respective county. Additional
duties included the review and analysis of real property
valuations for complex commercial and industrial
properties, in order to In 1978, after fourteen years of public service, Mr. Cattanach entered into the private sector as an ad valorem tax consultant for Management Associates, Inc., of Florida. This Miami-based firm represented clients in several states which included Florida, California, Texas, North Carolina, South Carolina, Georgia, Tennessee, Maryland and New Jersey. As CEO of Management Associates Inc., Mr. Cattanach was responsible for the implementation, preparation and presentation of ad valorem tax cases, on behalf of the firms client base. After a period of three years with Management Associates Inc., Mr. Cattanach formed what is nowknown as Southern Realty and Appraisal Inc. Originally, the purpose of the firm was to provide professional appraisal services to mortgage lenders throughout the United States; whereby also satisfying the need and providing ad valorem tax consultations for clients who had become familiar with Mr. Cattanach's expertise over the years. 1984 brought new challenges to ad valorem tax assessment due to changes in statutory requirements. In order to meet renewed demand, Southern Tax Services, Inc. was formed. The firm currently represents ober 500 clients including corporations, financial institutions, investors, attorneys and accountants. "STS" is dedicated to the improvement of assesment practice. When required, professionals in the field of appraisal, tax accounting and law are utilized in the preparation and presentation of tax appeals.
