Mr. Carlson was named director in July of 2003, succeeding E. John Beidler who was the districts director for 48 years.
Mr.
Beidler oversaw the creation of thousands of acres of
mosquito "impoundments" - diked-in areas along the lagoon
that
can be flooded with water to interrupt the breeding cycle
of our common salt-marsh mosquitoes. Impounding is both
cost-effective and minimizes the need for insecticide
treatments. In the 1980s we began to use "Rotational
Impoundment
Management" (RIM) techniques to increase
biodiversity and wildlife utilization in impoundments.

Our spray trucks are what the public most commonly associates with mosquito control. However, this kind of control represents
only a fraction of our total operation.
We also conduct extensive ground and aerial operations along the salt marshes of the Indian
River Lagoon, habitat management, environmental monitoring and aerial spraying for adult mosquitoes.

The Indian River Mosquito Control District was the first mosquito abatement district created in the state of Florida, founded in 1926
by an act of the legislature.
Since that time, we have striven to develop the best in scientific mosquito control techniques
while protecting the environment and containing costs to the taxpayers. We maintain an active research program, staffed by experienced
entomologists and environmental specialists, designed to develop the most effective pest and disease reduction methodologies while
minimizing environmental impact.
IRMCD participates in the U.S. EPAs Pesticide Environmental Stewardship Program (PESP) by being a PESP partner under the American
Mosquito Control Associations auspices. The PESP program is a partnership with the goal of reducing pesticide risk.
