Here's a neat trick for finding complementary colors: After you choose your first color, for example: #AABBCC, rotate the color units for the complements. The complements of #AABBCC would be, #CCAABB and #BBCCAA. Here's an example:

Color chart (interactive) with Netscape bgcolor names and equivalent hex numbers. Selection of a color changes the background color on screen. NOTE: prefer using the hex numbers over the Netscape only color names.
Color Picker 2.0 (from Netscape) - use online or download a copy. Lets you select a color hue and then vary the saturation and brightness/lightness. Receive the coding. View single color, it's complement or a triad of colors, automatically. You can use online or download the program.
ColorMaker - Test Text Colors on various Colors and BACKGROUND DESIGNS, including your own backgrounds; There are 216 colors (the SAFE colors used by all browsers) available for testing purposes. The html code is returned to you. There is also a very helpful background FAQ. This is a javascript program.
Non-Dithering Colors in Browsers - page full of colors shows you the hex and RGB values. Sorted by Hex Number or by Hue
Two4U's Color Compose Engine - Point to colors, select grey scale; get HEX and RGB values already coded for you. This is the MOST flexible color coding aid for "bgcolor" attributes.
